Modern LVP has a rigid waterproof core (SPC or WPC). Standing water won't damage the plank itself. Proper installation still needs sealed transitions and moisture-tested subfloor.

Can vinyl go over existing tile?

In many cases yes, if the tile is flat, sound and level. We inspect the subfloor during the in-home estimate and recommend removal or leveling only when needed.
